Synopsis
In the Quartern, a desert land of dying cities, water is life and currency, and the stormlord keeps everyone alive by bringing rain from the distant seas. Now the last stormlord, the Cloudmaster, is dying in his tower, and there is no heir: every promising young water-sensitive has died in troubling circumstances. Shale, the lowest of the low, an outcast boy from a poor village in the stony Gibber, has a secret talent for water that may save every city in the Quartern, if it does not get him killed first, and once he is found he becomes a prize in the struggle between the land's factions, because whoever commands a stormlord commands the water. Terelle, a slave fleeing a life as a courtesan, finds refuge with an old man who paints on water, and learns that his art is a dangerous magic.
