Synopsis
Gentrell-kan-Owar, known as the Third Rat, an ageing spymaster of the Empire's intelligence service, is pulled by magic from urgent work and brought to the imperial capital, Meekhan. The reason is unrest in the port of Ponkee-Laa, where religious fanatics turned on the matriarchists before the trouble ended suddenly. Trade between the city and the Empire had been steady for about twenty years, so the abrupt stop makes Gentrell suspect that someone from outside is pulling the strings, perhaps the god Reagwyr or another hidden power. He reports to Emperor Kregan-ber-Arlens, who is preparing for hard times as the Empire's old arrangements begin to shift.
